The Union Budget 2026–27 has unveiled Biopharma SHAKTI, a national strategy aimed for biopharmaceutical manufacturing. For this purpose, she announced an outlay of Rs 10,000 crores over the next 5 years.

As part of the healthcare push, Sitharaman proposed the BioPharma Strategy for Health Advancement through Knowledge. Under the initiative, the government plans to build a robust ecosystem for the domestic production of biologics.

Biopharma Shakti Scheme

The Budget envisions the Biopharma SHAKTI scheme with an outlay of ₹ 10,000 crores over the next 5 years. This initiative is designed to turn India into a global hub for advanced medicines. These are advanced medicines made from living organisms (like cells or bacteria) used to treat tough diseases.

The scheme aims to build the ecosystem for domestic production of biologics. Biological medications are used to treat conditions like cancers, autoimmune diseases and genetic disorders. This scheme focuses on the complex medicines needed for these.

The Main Goals:

  • Make in India: To stop depending on other countries for expensive biological drugs.
  • Fight Modern Diseases: India is seeing a rise in “Lifestyle Diseases” (NCDs) like cancer and heart issues.
  • Better Research: Building a world-class system where new medicines can be discovered and tested right here in India.

Infrastructural Support

Under the scheme, three new National Institutes of Pharmaceutical Education and Research (NIPER) will be launched. By focusing on science and technology, the government hopes to create new high-paying jobs in the biotech sector.

India’s medical devices sector has also become globally competitive. The initiative will also strengthen India’s clinical research infrastructure. This will create a huge demand for biologists, lab technicians, and data experts.
